Establishment

The Principal who is declared as Head of the Department under Rule 2 (g) of the Goa Delegation of Financial powers Rules, 2008 is the overall Controlling Authority with regard to Academic, Establishment, Administrative affairs and Policy making authority.

However, Deputy Registrar who is belonging to Goa Civil Service Cadre Group ‘A’ Gazetted Officer is the Head of Establishment section as far as their service and administrative matters are concerned.

Deputy Registrar is the sub-ordinate authority to look after all the exercise to be undertaken as follows upon recommendations of the Principal and Directorate of Technical Education (who is designated as Ex-officio Additional Secretary to Govt. of Goa) and due approval by the Government of Goa:

1. Recruitment, promotion, transfer, pay fixation, grant of financial upgradation under MACPS, regulating of increment, retirement benefits, personal claims, litigation on service matters, etc.
2. Proper implementation of Govt. policies as laid down by the Govt. from time to time, with constructive achievement.
3. Maintenance of discipline, proper decorum within the ambit of CCS (Conduct) Rules, 1964 read with CCS (CCA) Rules, 1965.
4. The Institute Vehicles like the buses and light motor vehicles Management including allocation.
